Reserve Sergeant Robert Moser and Reserve Sergeant
Ray Ossman both received the prestigious "President's Lifetime
Service Award" for their long-term service to the
community.
The Award
is a Prestigious, National Honor for Service

The Fife Police Department
announced on March 16, 2005, that it had teamed with the White House
to award the President's Volunteer
Service Award, a national award program
recognizing Americans who have demonstrated a sustained commitment
to volunteer service. Established in 2003, the Award was created by President
George W. Bush to give Presidential recognition to individuals who
meet requirements for volunteer service and who have demonstrated
exemplary citizenship through volunteering. As one of hundreds of Certifying
Organizations participating in the Award program, the Fife Police
Departmnet confers the award to recognize the outstanding
achievements of its Reserve Police Officers.
Chief Of Police Robert DeGroot (pictured right) said,
"We are extremely proud to recognize our outstanding Reserve
Officers with the President's Volunteer Service
Award." "Fife

Reserve Officers are role models in our community, donating their
time, energy, and talent to protect and serve our community.
The Award is our way of thanking these volunteers and of inspiring
everyone in our community to make volunteering a central part of
their lives."
Chief
DeGroot went on to say: "In his 2002 State of the Union Address,
President George W. Bush created the USA, Freedom Corps, and called
on every American to make a life-long commitment to volunteer
service. The President's Volunteer Service Award
recognizes individuals who have answered that call.
America's volunteers work to make our communities stronger and
safer. As a "Certifying Organization" for the Award program,
the Fife Police Department is proud to be aligned with this
prestigious volunteer award; and we are especially proud of our
Reserve Officers who have made volunteer service a central part of
their lives."
Approximately twenty Reserve Officers
from around the County received awards for their service throughout
the year. Fife Police Department Reserve Sergeant Robert Moser
and Reserve Sergeant Ray Ossman both received the prestigious
President's Lifetime Service Award for their long-term service to
the community.
The Award is issued by the
President's Council on Service and Civic Participation, a group
convened by president George W. Bush to help foster and encourage a
culture of volunteer service and civic participation
among Americans. Chaired by two-time Super Bowl Champion
Darrell Green, with former U.S. Senators Bob dole and John Blenn as
honorary co-chairs, the Council is composed of leaders in
government, media, entertainment, business, education, nonprofit and
volunteer service organizations and community
volunteering.

FIFE POLICE DEPARTMENT RUNS STATE ACCREDITED
RESERVE POLICE OFFICER ACADEMY In addition to having a long and successful history of
supporting volunteerism through Reserve Policing, the Fife Police
Department now also runs a State Accredited Reserve Police Officer
Academy that has won local and state recognition. The Academy
trains new Reserve Officers from around the Puget Sound
Region.

The City of Fife
had a total of 12 Reserve Officers for calendar year 2002, with a
combined total unpaid volunteer hours of 5,163.75.
Three of those
Officers provided 30% of that volunteer time. The three
Reserve Officers who have provided this outstanding support during
the year 2002 are Officer Robert Moser, Officer Ray Ossman, and Officer
Jeff McNaughton (pictured left to right in photo at

City of Fife Reserve
Police Officers Moser, Ossman, and McNaughton acted as "Responding"
and "Investigating" Officers for incidents of rape, robbery,
burlgary, theft, assault, and drug offense. Additionally they
were primary "backup" Officers for five outside agencies. In
addition to the above listed Patrol and Patrol support, they
provided services for the Fife High School sporting events, the
Halloween Carnival, Saturday Night Basketball programs and for the
"Weekend Fife Festival." All three of these Reserve Officers are
highly trained, and they receive ongoing training on their own time
as required in addition to Departmental-provided training.
Under the leadership of
Chief of Police Robert DeGroot, the City of Fife Police Reserves
continue to provide and promote a positive image for the City of
Fife, providing efficient, effective, and courteous service to the
public while preserving the peace and protecting the
citizens.
