The Portsmouth Police Department
Auxiliary Police Unit originated from the Civil Defense Auxiliary
Police which was formed during World War II. The program
remained under the control of the Civil Defense Organization until
the early 1960's when, by an act of Portsmouth City Council, it was
placed under the Division of Police.

The Portsmouth Auxiliary Police
Unit is authorized to have up to
100 Officers and is currently at 20 Auxiliaries. The
Auxiliary Unit is structured to match the regular Police Department
in all aspects with the Unit comprised of one Auxiliary Captain, one
Auxiliary Lieutenant, and one Auxiliary Sergeant who make up the
Line Officers of the Auxiliary; and the rest of the force is in
Uniform Patrol or in specialized Units.

Entrance requirements mirror those
of the regular Department with the exception of the written Civil
Service Exam and include: a thorough background investigation,
physical exam, physical agility test, and polygraph exam. Once
accepted, applicants must attend the 640-hour basic DCJS certified
Auxiliary Police Academy which lasts approximately 10 months, with
classes on Tuesday, Wednesday, and Thursday nights from 6 p.m. to 10
p.m. with some occasional Saturdays and Sundays. After
graduation from the Academy, Auxiliary Officers must ride with a PTO
(Police Training Officer) for 300 or more hours to have their final
certifications completed. Once completed, the Auxiliary
Officer is DCJS (Department of Criminal Justice
Services) Certified as a Law Enforcement Officer and may then
ride alone. After one year in Uniform Patrol, Auxiliary
Officers may also apply for transfers to other specialty units, as
requested, within the Department. Along with
supporting regular Uniform Patrol duties, eight Auxiliary Officers
have collateral duties in Specialized Units. Two
Officers are assigned to the Detective Bureau as
Investigators, one is assigned to the Narcotics Squad, one is
a School Resource Officer volunteering over one hundred hours
per month, one is assigned to the Strategic Traffic Unit as an
Investigator, two are assigned to the Bike Patrol Unit, and one
is assigned as a Background Investigator.
Auxiliary Officers wear the same
uniform as regular Officers. Officers must work a minimum of
24 hours per month or a total of 72 hours per quarter and must also
complete DCJS re-certification training every two years
consisting of 40 hours of in-service training. Officers must also
re-qualify on the firing range twice per year and must
re-certify annually in defensive tactics.
From January 1991, to the end of
December, 2008, the Officers of the Portsmouth Police Auxiliary Unit
worked approximately 175,960 volunteer hours serving their
community. The Auxiliary Police Unit has earned the
President's Volunteer Service Award, Gold Level, for the 5th year in
a row.

Auxiliary in Virginia has earned the "President's Volunteer Service
Award," Gold Level, for the fifth year in a
row. From January, 1991, to the end of December, 2008,
the Officers of the Auxiliary Unit worked approximately 175,960

About Captain
Hyman
Portsmouth Auxiliary Police
Captain Ron Hyman has been an Auxiliary Police Officer since
February, 1975. After attending the Auxiliary Academy and
Field Training from 1975-1976, he started working in Uniform
Patrol. After a brief tour in Uniform Patrol Division, Captain
Hyman transferred to Narcotics SIB (Special Investigations Bureau),
with subsequent assignments in CIU (Crime Impact Unit), Warrant
Squad, Larceny Squad, and Crime Prevention. He was promoted to
the grade of Detective in 1978, Sergeant in 1985, Lieutenant in
1991, and to Captain in February, 2001. Captain Hyman is a
DCJS Certified Instructor and a DCJS Compliance Agent. He was
awarded "Auxiliary Police Officer of the Year" in
2002.
Captain Hyman has a BS degree with
a major in Business Administration as well as four professional
computer certifications with Learning Tree International. He
retired from Verizon in November, 2003, as a Tier 2 Technical
Support Specialist and Project Services Coordinator after 33 years
of service.
Captain Hyman was also a Naval
Reservist stationed at Naval Air Station, Norfolk, VA, for over 33
years. He was a LDO (Limited Duty Officer) "Mustang," starting
as enlisted E-1 Aviation Electrician's Mate in April, 1969, and
ending his career as a Commissioned Officer, pay grade 0-5,
Commander in August, 2002. His last tour of duty was as
Quality Assurance Officer with Fleet Logistics Support Squadron
Five-Six (VR-56) at Naval Air Station, Norfolk, VA. His
highest Navy award is the Navy Commendation Medal. In
December, 2008, Captain Hyman was appointed Assistant Vice-President
of Operations with TEXCOM, Inc.
in Portsmouth, VA. Captain Hyman is also employed
part-time as a Federal Contract Background Investigator for the
Department of Defense performing security clearance background
investigations.
Captain Hyman is a member of the
FOP (Fraternal Order
of Police), the PBA (Southern States
Police Benevolent Association), and is the Past President of
the Police Association of
Virginia and the Reserve Officers
Association Department of Virginia. He is
3rd Vice President with the Virginia State Crime Clinic
Association and a member of ACBI (Association of Certified Background
Investigators). He is the webmaster
for the Blue Knights Law Enforcement Motorcyle
Club, where he rides his Harleys. He is
married and has 6 children and 13 grandchildren.

A Special Salute to Sergeant Randolph
"Randy" Kuhlman

Sergeant Randolph "Randy" Kuhlman
served 22 years with the Portsmouth Police Department's Auxiliary
Police. After a brave battle with cancer, he passed on July 4,
2009.
Sergeant Kuhlman who was one of
this country's outstanding "Ultimate Voluneers" spent
his working life as a public servant. As a Senior Chief
Petty Officer, in 1998, he completed 27 years of service to the US
Navy. He was an avid motorcycle rider and taught several
motorcyle riding and safety courses throughout his
career. He was also a Certified Instructor for the
Red Cross and American Heart Association; he frequently taught basic
life saving skills and CPR.
Sergeant Kuhlman is survived by
his wife Linda and three children. He is sorely missed by
family, by friends, and by the Portsmouth Police.
Salute, Sergeant Randy Kuhlman,

Law Enforcement Volunteers across the country.
