The Special Constabulary has been in existence
for literally hundreds of years. The Special Constabulary is
the United Kingdom's part-time Police force. It is made up of
members of the public who are unpaid volunteers. Every
"Special" is sworn in at court or in the presence of a Magistrate in
the same manner as a full-time ("regular") Police
Officer.
Specials work alongside their regular
colleagues and have the same powers in law, within their area of
jurisdiction. The duties carried out by a Special Constable
vary between forces; but essentially, they are the same as those
carried out by any regular Police Officer.

History of "The Specials":
Never
heard of them...... Many people claim never to
have heard of the Special Constabulary, and so often assume that it
is a relatively new institution. In fact, the origins of the
specials date back several hundred years to Anglo Saxon times, when
the people Policed themselves.

English Common Law states that every citizen has a
legal obligation to go to the assistance of the Police at any time
they need help.

In 1673, King Charles II, alarmed by the threat of
public disorder arising out of attempts to enforce religious
conformity, extended this duty by ruling that any citizen might be
sworn in as a temporary Peace Officer for a specific occasion, in
particular when there was a threat of great
disturbances.

Any citizen could
therefore be summoned before the magistrates and sworn in as a
Special Constable, and could be heavily fined and even jailed if
he refused!

The Act of 1673 was
in force for hundreds of years and was used to call up Specials on
several occasions - although always in the North of England, never
the South.

Rod Attewell
is an Assistant Chief Officer (Assistant Chief) with Thames Valley
Police based in Kidlington, Oxfordshire, Great Britain.
Officer Attewell joined Thames Valley Police in 1987, as a
Special Constable at Abingdon, Oxfordshire Police Station.
Officer Attewell's full-time job for the last 7 years has been as
the Radio Communications Manager of Thames Valley Police. He
was offered the position in Communicatons as a result of his service
as a Special Constable. He has been in Radio
Communications professionally for 39 years. Attewell has
been a Special Constable for 19 years. He is a member of the NRLO and of the International
Police Association. He was awarded the Queens Special
Constabulary Long Service Medal in 1997, and the Queen's
Jubilee Medal in 2002. He can be contacted for

Thames Valley Police Special
Constabulary "It is estimated that the Special
Constabulary in the UK saved country $900,000.00 in
2005."
Thames Valley Police was formed on April
1, 1968, following the amalgamation of five other forces. Each
had a Special Constabulary, and these were amalgamated at the same
time.
Assistant Chief
Officer Rod Attewell joined TVP in 1987, as a Special Constable at
Abingdon, Oxfordshire Police Station. He told NRLO, "I'm
now the Assistant Chief Officer for the
force."
The TVP is
divided into 5 "Basic Command Units", each unit under the
management of the BCU Commander. The Special Constabulary
has the same structure, each area being under the management of a
Special Chief Inspector.
The Special Constabulary
Headquarters sets direction and policy for the force under the Chief
Constable. The Special Constabulary has a Chief Officer at HQ
who sets policy for them.
The rank structure in the
Special Constabulary is: Special Constable (Patrolman),
Special Sergeant, Special Inspector (Lieutenant), Special Chief
Inspector (Captain), Assistant Chief Officer and Chief Officer
(Chief of Reserves).
The TVP Chief Officer is
Richard Roberts. The Chief Constable is Sara Thornton.
There are approximately 360 (out of a total of 675 allotted by the
Department) Reserves in the Department plus 4,100 full-time
Constables.
The TVP requires 80 hours
Basic Training, 208 hours Intermediate Training, and 2-1/2 hours per
month of "in-house" training.
Special Constables work
Uniform Patrol along with full-time Officers. Sometimes the
Constables are on their own in marked Police vehicles.
The Thames Valley Police Reserves have full Police powers
both on and off duty. The TVP Special Constables donate
17-1/2 hours per month. In 2005, it is estimated that
64,000 hours were donated.
The Home Office supplied the
following statement about their Special Contables:
"Special Constables are a manifest sign of the partnership
between the Police and the public." It is estimated that
the Special Constabulary in the UK saved the county
$900,000.00 last year (2005).

HER MAJESTY THE QUEEN'S
GOLDEN JUBILEE MEDAL Submitted by Rob Snow
The year 2002 marked
the 50th anniversary of Her Majesty The Queen's Accession to the
Throne. This was an occasion both to look back at the role
that The Queen has played in the affairs of the United Kingdom and
the Commonwealth over the last 50 years and to look forwards.
The Golden Jubilee celebrations provided a special opportunity to
acknowledge all those who support and contribute to their
communities through public service and voluntary endeavor.
Emergency Service personnel who were eligible for the medal were
those who, as part of their conditions of service, are called to
attend emergencies and who are potentially placing themselves in
danger. Special Constables who were in service with the
Special Constabulary on 6 February, 2002, and who had completed five
full calendar years' service, received The Queen's Golden Jubilee Medal along
with their regular Police colleagues.
