About Executive Director Braaten:
Taking office in TCLEOSE on January 1, 2006, he has served in Law
Enforcement since 1968. Most recently, he has served as
Chief of Police in Victoria, Texas, for the past ten years.
Prior to this, he served as Chief of Police in Oakridge, Tennessee,
and Mequon, Wisconsin. A graduate of the FBI National Academy,
he has a master's degree in public administration from Wayne State
University in Detroit, Michigan, and a Bachelor's Degree in
psychology and sociology from Concordia College in Moorhead,
Minnesota. Braaten and his wife Linda have three grown
children.

Training and Information TCLEOSE would
like you to know that unlike previous TCLEOSE on-line courses, the
courses on this new site include streaming video. This may place
considerable demands upon your internet connection. Please be
patient. Additionally, several plug-ins will need to be
present on your machine to facilitate these courses. These
plug-ins are Authorware and Real Media. The first time you
attempt to take a course, there will be some downtime as these
plug-ins are installed on your computer. All courses presented
on this site are FREE of charge.

officers, and in no way implicates non-reserve peace
officers.
RE: Whether a
Reserve Peace Officer may wear his/her official uniform and display
the insignia of an official law enforcement agency while working as
a private security officer licensed by the Texas Private
Security Board (RQ-0421-GA).

of an official law enforcement agency while working as a private
security officer licensed by the Texas Private Security Board (the
"Board")......................
SUMMARY OF OPINION
NUMBER GA-0435:
"A Reserve Peace
Officer who is employed by a Sheriff, Constable, a Navigation
District, or a Municipal Police Department may not wear his official
uniform and display the insignia of an official Law Enforcement
agency while working as a Private Security Officer licensed by the
Texas Private Security Board."

Support HB627 Legislation Now for Texas Reserve

Legislation has been filed in Austin
to benefit Reserve Peace Officer in
Texas. a Your immediate support is
needed to get this legislation passed. a Please see
below for more details and web sites on this important
legislation.
Recently
legislation was filed in Austin by State Representative Phil King,
District 61, HB627 AN ACT relating to the ability of honorably
retired Reserve Peace Officers to carry a weapon. Currently
Reserve Peace Officers are prohibited from carrying a weapon after
retirement. If passed, this legislation will grant Reserve
Peace Officers that right, just as full-time, retired Peace Officers
are afforded the right to carry their weapon after being honorably
retired. Reserve Peace Officers receive the exact same
training, TCLEOSE certifications & testing and In-Service
requirements as all other Peace Officers. They wear the same
exact uniform and discharge the exact same duties as full-time
colleagues.
Your help is needed now to ensure this law is amended to
include Reserve Peace Officers
Here's what you can do to help:

Notify the Reserve
Officers in your Department or office about this pending
legislation.

Notify your full-time
Officers and staff.

Encourage all of them and
their families to contact their State Representative, State
Senator, and the Governor to pass this legislation (See below for
proper web site).
Join
all Reserve Peace Officers in Texas, State Representative Phil King,
Fort Worth Police Chief Ralph Mendoza in sending letters and e-mails
now supporting HB627
Contact the following
Associations and urge them to support this legislation as
well: CLEAT: www.cleat.org, TMPA: www.tmpa.org, or any other Association of
which you are a member.
