New York Auxiliary Police Officers are volunteers from the community, serving without pay.  The duties and activities of Auxiliary Police vary considerably in upstate New York communities.  Auxiliary Police direct traffic at parades, fairs, special events, and church crossings.  They check vacation homes, participate in emergency rescues, search for missing persons, ride as "second man" in Patrol cars, and perform administrative work for Police Departments.

Downstate New York, as in larger cities, Auxiliary Police patrol trains, subway platforms, and bus terminals.  They perform "Neighborhood Watches and Patrols" and assist Police in crowd control.  Auxiliary Police educate the public in "crime prevention techniques," engrave valuable property with the owner's drivers license or I.D. number, patrol the streets, and report illegal activities to the appropriate Law Enforcement agency.  They check doors and windows to make sure they are locked and that no one has or can gain entry illegally, and Patrol in squad cars in an effort to reduce vandalism.

The NYSAAP also has other volunteers in Law Enforcement.  Reserve Police and Special Police come under other parts of the law, but basically do the same things.  The NYSAAP represents members of Auxiliary, Special & Reserve Departments in New York State.

The primary purpose and objective of the Association is to promote and improve the benefits of its members, promote the understanding and cooperation between members of the Association and of professional Law Enforcement agencies with whom they interact, and promote the value of volunteer Law Enforcement programs to the communities they serve.

The secondary purpose and objective of the Association shall be to set a standard to allow Auxiliary Units to be organized in municipalities, many of which may not have such organizations as of yet, and assist in legislation that may need to be set or amended.

The Association helps the Departments share ideas for Recruitment and Training on their AOL Group.  This is the best place to get info on what's happening.  The State is very big, so the group doesn't get to meet as often as we would like.  So the AOL group has become the "virtual meeting room."

We keep the members informed of any bills in Albany that may have an impact on them.

New Legislation needs your support
THE VOLUNTEER PEACE OFFICER'S BENEFIT BILL (VPOB)

"I am asking everone to call or write to State Senator Dean Skelos, Assemby Speaker Sheldon Silver and Governor David Paterson to urge the passage of these bills for a Floor vote."

As we all know, the two Auxiliary Police Officers recently killed in the East Village (APOs Yevgeniy [Eugene] Marshalik and Nicholas Pekearo) would not have received the "Federal Public Safety Officer Benefit" if it were not for public outcry and for the support of Senator Charles E. Schumer.  Auxiliary Police need to be recognized as Peace Officers while on duty - even if their orders are only to "observe and report."

Passage of this legislation will legalize existing Volunteer Officers and operations as well as help recruit and retain current members.  In addition, this bill states: "Upon successfull completion of all required classes and tests, the applicant will be registered with the division as a Volunteer Peace Officer and will have the legal status of a Peace Officer while performing 'authorized activities' within the duties assigned by the local municipality."

This legislation is vastly important to:

  1. Consolidate uniformed volunteer members of Law Enforcement agencies within the State of New York.
  2. Establish legal authority for Law Enforcement agencies to conduct Volunteer Law Enforcement operations.
  3. Establish legal authority for Volunteer Officers to perform their duties.
  4. Establish recruiting standards.
  5. Increase minimum training standards.
  6. Provide deserved benefits.
  7. Protect uniformed volunteers in Law Enforcement agencies, and
  8. Protect Law Enforcement agencies from liability lawsuits due to lack of Worker's Compensation coverage.

In addition, this bill states: "Upon successful completion of all required classes and tests, the applicant will be registered with the division as a volunteer peace officer and will have the legal status of a peace officer while performing authorized activites within the duties assigned by the local municipality."

Awards Ceremony
for the NYPD 20th Pct. Auxiliary Unit

On September 22, 2003, a special awards ceremony was held at the NYPD 20th Precinct House located at 120 West 82nd Street in Manhattan.  The "20th Precinct Community Council" presented appreciation awards to 20th Pct. Auxiliary Officers for contributions during the "Blackout of 2003."  Among the dignitaries present were 20th Precinct Community Council President Samantha Katz who presented the awards.  A NRLO Unit Award was also presented to the 20th during the ceremony.  See photos and a complete account of the evening.   Photograph above, left to right:  Among the honored guests and dignitaries present were 20th Pct. Are you a New York Volunteer Law Officer?  You are invited to join an on-line group called "Volunteer Uniformed Law Officers - Metro NY."  It is an AOL group for volunteer Law Officers; and membership is by invitation. History of the Discussion Group:  The AOL discussion group was originally for members of the New York City Metro Area Auxiliary Police only; but it has grown into something much bigger.  If you have AOL or AIM you can use that screen name & password when you log in.  If you don't have a screen name, you can use any unused name but your password must have both letters and numbers in it.  If you have any problems, let me know.  The Group is FREE (by invitation only). 

What the AOL Group is About:  Group's Motto:  "By Auxiliary ... For Auxiliary."  The group discussion forum is a "communications tool," and is not an official site of any Department.  This is the best place to get info on what'shappening in New York.  The state is very big; so, the AOL group has become the virtual meeting room for New York Auxiliaries.  If you have an AOL Screen name or AIM use that at the login screen.  If you don't have one, you can get one at the login screen.  If you are getting a new screen name, make sure your password has both letters and numbers in it.
