Louisiana: from a Reserve Deputy: I am a Reserve
Deputy for the ********** Parish Sheriff's Office, and we are
trying to get a Reserve training academy started for our new
Reserves. The person who did it is no longer with the
Department. I am trying to get a curriculum/format of the
training that should be taught. If you have any suggestions or
comments, I would appreciate them. Thanks for your

MANTKUS: We wish to thank you for contacting NRLO, and we hope
that the following information is helpful in your endeavor to
restart a Reserve Training Academy. Each and every Law
Enforcement agency has their own ideas on training and how it will
fit into their particular needs. By using our Basic Education
programs set up on NRLO web site you will get off to the
right start. (SENSITIVE INFORMATION HERE)... Look at our
Minimum Training
Syllabus (one for arrest powers and one without arrest
powers) Remember, if it is not documented,
it never happened. You will have a Reserve Unit
that could be called upon for almost any situation. I
would advise you to also take a look at our Guest Editor/Trainer
page. It reads like a "who's who" in Reserve Law
Enforcement. (SENSITIVE INFORMATION HERE) ... Your
"own special training" needs could be incorporated into any
syllabus developed to round out a complete Training Program.
Is your training program too long? If you would tell me your
specific needs, I will see what I can do. As you well know,
training is perpetual; and a Law Enforcement Officer is a
never-ending seeker of knowledge and of self-preservation.

Q New Mexico from a member of a "Citizens
Patrol" in a New Mexico Tribal Police Department:
Do you have any knowledge of
any Federal Police Reserve Programs? I am currently a Citizens
Patrol with a northern New Mexico Tribal Police Department, and they
want to start a Reserve program; and I volunteered to research it
for pros and cons. Trouble is, I can't find any Federal
Reserve programs. Any help would be greatly
appreciated. A FROM
CAPTAIN MANTKUS: First, let me thank you for
contacting NRLO. We are here to help you and other Law
Enforcement Officers to find better and easier methods of training
by answering your questions and by providing you with a much needed,
low-cost insurance program through NRLO Membership. As you
have read on our web site, we are here for you. Let's see if
we can help you with your present inquiry. After contacting
many Law Enforcement agencies, we asked them if they knew or
if they have ever heard of Federal Reserve Volunteer
Officers. Their answers were in the negative, but all said
that they have heard of and have seen part-time Federal
employees. Mr. Romero, it seems that you have made the right
choice in contacting NRLO. If you will take a little of your
time and read the entries on our web site under eTraining, you will
find most of your answers about starting a Reserve Unit. The
program along with the Basic Syllabus for Reserve Officers is
tried and proven. It has been well accepted by
city, county, and state agencies. There is no
reason why this program would not work for
you. It covers all of the basics you will need, and is
continually being updated. It outlines training for Reserves
with arrest powers and for those without arrest powers. It has
a basic detention program that your Officers should be trained in if
they are going to work in or be associated with a detention
facility, plus much more. Also, please read the coverage of
our insurance (and of other benefits) which is included with
Membership in NRLO. You just can't find insurance for a lower
monetary figure (insurance included in Membership dues). You
just can't afford to be without it. After reading and
digesting our training program and after you come to the decision of
going ahead with your plan of starting a Reserve Unit, do not
hesitate to contact us for any questions you might have. If we do
not have the answers, we will do our best to find them for
you. Remember, we are here for you! And, be careful out

Q West Virginia from a NRLO
Member: I was looking at your web site under the
miniminum training program syllabus for Reserves "without arrest
powers." Just how do we get the topics listed under this for
actual training? I looked all over and could not find the
materials. Example: Courtroom Security 2 hours, Code of
Conduct 2 hours, etc. Please advise me as to how we may obtain
all training materials listed under this
syllabus. A

SYLLABUS IS ONLY A GUIDELINE TO FOLLOW. SHOULD
WE BREAK DOWN EACH AND EVERY PART OF THE TRIANING SYLLABUS WOULD NOT
SOLVE THE INDIVIDUAL AGENCY'S PROBLEM. AS MENTIONED, EACH
DEPARTMENT'S NEEDS ARE DIFFERENT. TRAINING IN
CERTAIN SUBJECTS DEPENDS ON THE DUTIES OF THE OFFICER
INVOLVED. THIS TRAINING SHOULD BE ADMINISTERED AND DOCUMENTED
BY CERTIFIED AND ACCREDITED OFFICERS. THEIR
TRAINING MUST BE SO THAT IT WILL STAND UP IN COURT IF
NECESSARY. EACH AND EVERY DEPARTMENT HAS DIFFERENT IDEAS AND
OBJECTIVES IN THEIR TRAINING. YOUR ACCREDITED TRAINING
OFFICERS SHOULD HAVE THE NECESSARY MATERIAL TO TRAIN YOU AS
NEEDED. IF NOT, THEY SHOULD HAVE THE KNOW-HOW ON WHERE TO GET
IT. NRLO WILL HELP IN THE BASIC DESIGN WITH SUGGESTIONS FOR
TRAINING ON A SPECIFIC SUBJECT IF NEEDED, BUT IT IS UP TO EACH
DEPARTMENT TO DESIGN WHAT IS BEST SUITED FOR THEIR OWN
USE. YOU MENTIONED COURT SECURITY. LET ME GIVE YOU A
