Graduation
At 2212 hours on June 18, 2008, NYPD's APOs were
conferred their Graduation Certificates by Deputy Inspector Angelo
Maroulis, Commanding Officer of the Auxiliary Police
Program.

After a 16-week training
period, the class of NYPD Auxiliary Police Officers graduated.
Held at Patrol Borough Queens South, the ceremony recognized the
efforts of 47 civic-minded individuals who gave up their time to
join the NYPD Auxiliary Program. At 2212 hours on June 18,
2008, the 47 APOs were conferred their Certificates by Deputy
Inspector Angelo Maroulis, Commanding Officer of the Auxiliary
Police Program.

Borough Auxiliary Coordinator, Sergeant Schroeder (right), holds the

The program had been
recently revamped since the events surrounding the tragic deaths of
APO Eugene Nicholas Pekearo and APO Eugene Marshalik. The
training was redesigned to consolidate and rectify different
training standards which previously existed in the APO training
program.
A study of how to more
effectively recruit and train new APOs was conducted, and a new road
map for the APO Training Program was initiated. Since January,
2008, under the direction of the Commanding Officer of each Patrol
Borough, the new standards have been implemented and continue to
roll out the new changes across the Department Precincts, Police
Service areas, and Transit Districts. The 47 graduating APOs will be
working in the following Precincts: 100, 101, 103, 105, 107,
113, and TD 20.

Those in attendance were
introduced by Borough Auxiliary Coordinator, Sergeant Schroeder
and Police Officer Ricky Mango, PBQS. The training staff was
commended for their excellent and efficient training considering the
time frame alloted to them. The APO Trainees in attendance were
commended for their commitment.

Deputy Inspector Maroulis reminded
the new APOs in attendance that they are now part of a greater
community of individuals who represent the very best that the
Department and New York City has to offer.
After receiving their certificates
from Deputy Inspector Maroulis, the APOs posed for pictures
with the staff and with their family members and friends; they
enjoyed friendly conversation until the
evening ended.

With approximately 4,167
Auxiliary Police Officers under his command, NYPD Captain Angelo
Maroulis (pictured at right) knows he is responsible for the
largest volunteer force for crime prevention in the country.
With great pride, he also has what he believes may be one of the
best, if not the best, such program in the U.S.
Given the breadth and depth
of the program, it would be hard to argue with him on that
point. The NYPD Auxiliary Police Section (as it is formally
known), or APS, has Volunteer Officers in 76 Precincts, 8 Patrol
Boroughs, one Harbor, 9 Housing Police services, 1 Transit Unit, and
9 Auxiliary Patrol Support Units (A.P.S.U.). The Auxiliaries
have their own command structure under the NYPD, and each
command has a NYPD Officer as a coordinator between the Auxiliary
and the NYPD precinct command structure where the Auxiliary Unit has
its home.

In New York City, the
Auxiliaries have the job of being the "eyes and ears" of
the NYPD. They patrol the neighborhoods in their respective
precincts, both on foot and in RMPs. Through the NYPD precinct
coordinator and based upon Police reported crime statistics, the
Auxiliaries are deployed by the Precinct Commander to the locations
that require a uniformed presence for crime prevention.
Equipped with NYPD radios, Auxiliaries are often right there when
something happens or if someone needs help and are able to call for
assistance on the spot.

All Auxiliaries receive
approximately 54 hours of basic training over a 16-week period in
Police science, self defense, and law. Many have received
training in first aid and can provide immediate emergency
assistance. Auxiliaries with the experience and the desire can
receive additional management training for leadership positions
within the APS.

Captain Maroulis believes
the Auxiliary program fills an important need and is very pleased
with the job the Auxiliaries do. He pointed out that, since
September 11, everyone realizes that the uniformed services in the
City (the police and fire departments) cannot do the job
alone. As an example, he pointed to the "Blackout of
2003" when over 25% of the entire Auxiliary force
reported for duty and assisted wherever needed, including the
hazardous and difficult task of directing rush hour traffic leaving
the City as darkness fell, without the benefit of any traffic lights
(this author is very proud to say that the 20th Precinct Auxiliaries
had approximately 75% reporting).
With the upcoming
Republican National Convention scheduled in New York City this
summer, the demands on the NYPD will be heavy. Captain
Maroulis explained that the Auxiliaries will assist as much as
possible, given the training they have received, with routine
precinct duties to permit more NYPD Officers to be assigned to
security for the Convention.
Captain Maroulis clearly
enjoys the command for which he has been responsible for the past 8
years. He is the direct liaison between the APS and the
NYPD. With guidance from NYPD Commissioner Ray Kelly, from his
dedicated staff, and from Chief of Patrol Nicholas Estavillo,
Captain Maroulis sees to the proper administration, budgeting,
management, training, procurement and recruitment of the APS calling
upon his experience to put the NYPD's available resources to best
use.

As with every NYPD Officer,
Captain Maroulis rose through the ranks starting at the Police
Academy in 1969; and he has had assignments throughout the
City. For example, he has worked in Flatbush and Boro Park (in
Brooklyn, for you readers not from the City), Midtown South Precinct
(Manhattan between 29th and 45th Streets), and Forest Hills in
Queens. He was promoted to Sergeant in 1982, and he spent a
few years on Highway duty followed by a few years in the Office
of Chief of Patrol. He also had a stint in the APS as a
Sergeant, responsible for purchasing, supplies, and
recruitment. In 1989, he was made Lieutenant and Captain in
1995, serving as the Executive Officer in the 6th
Precinct.
He assumed command of the
APS in March, 1996, and was (and is) clearly
enthusiastic. He helped computerize the NYPD APS, and he
started the Longevity Awards for Auxiliaries to recognize the
dedicated service put in by so many.
Captain Maroulis is a firm
believer that RECRUITMENT is the life-blood of the
Auxiliaries. In his view, the APS has to find those people who
want to give back to the community and draw them into the program
where they will have an opportunity to make a difference in the
local community, learn about Police work, and develop an
appreciation for the difficult job that the NYPD (and all Police
Departments) are entrusted with. For younger members, the
Auxiliaries give them the additional opportunity of learning whether
they might like a career in Law Enforcement.
Captain Maroulis is
justifiably proud of the job they do and of the example they set,
both in the City and, along with other volunteers, throughout the
country.

Body Armor and Scholarships for
NYC APOs $3.5 million
committed by Mayor Bloomberg in 2008 budget for APO Body
Armor.
Police Commissioner Kelly announces an
Auxiliary Police Committee and Scholarship Fund.
"The
scholarship fund will serve as a living memorial to the courage and
commitment of two brave Auxiliary Officers who made the ultimate
sacrifice," said Commissioner Kelly
New York City
Mayor Michael Bloomberg has announced that he will commit $3.5
million in 2008's budget to provide New York City's APOs with body
armor.
New York City Police Commissioner Raymond W. Kelly has
announced the creation of a committee
to examine recruitment, equipment, and other issues
surrounding Auxiliary Police Officers in New York City. The
announcement comes on the heels of an incident where two Auxiliary
Officers, Eugene
Marshalik (19) and Nicholas Pekearo (28), were gunned
down by a man in Greenwich Village. The
committee includes several top Police officials and the head of
the Auxiliary Police Union.
Commissioner Kelly has also
announced the establishment of an Auxiliary Police Scholarship
Fund in the memory of these fine APOs who were
killed while protecting the citizens of New York. In a press release
of April 27, 2007, Commissioner Kelly said: "The scholarship fund will serve as a living memorial
to the courage and commitment of two brave Auxiliary Officers who
made the ultimate sacrifice."
The scholarship fund is
designed to promote higher education among Auxiliary Police
Officers. The NYPD's Scholarship Committee will establish the
criteria and determine the recipients of the scholarships. The
fund is established in the names of APO Pekearo and APO Marshalik to
receive donations from the public to provide scholarships for
current and future members of the Auxiliary Unit. The scholarship
fund will be administered by the NYC Police Foundation.

Graduation Time for Patrol Borough
Manhattan North October, 2004
On October 13,
2004, Patrol Borough Manhattan North held
its annual graduation ceremony for recent members that took and
passed the 16-week Auxiliary training. Below are photographs

The NYPD 20th Precinct
Auxiliary said goodbye to NYPD Officer Pete Cummings who retired the
first week of July, 2004, after giving 20 years of service to the
City of New York. The photographs below tell the story of a
fond farewell.

Ceremony was held at the NYPD 20th Precinct Auxiliary House located
at 120 West 82nd Street in Manhattan. Appreciation Awards were

to the community on August 14 during the "Blackout of

Deputy Inspector
Shea and Sergeant Mike Pizarro nominated Auxiliary Captain Daniel
Sayers for the "NYPD 20th Pct. Auxiliary "2002 Reserve Law Officer of the Year"
Award. This NRLO award was presented to
Captain Sayers in a special award ceremony which was held at
the 20th Precinct in New York City on March 24.

Commissioner Kelly was on hand to congratulate Captain Sayers on his
over 30 years of service to the City of New York while
volunteering his time to the NYPD 20th Precinct Auxiliary Police
Unit. The award ceremony was held at the 20th Precinct in
New York City.

The nomination
letterhead-fax from Sergeant Mike Pizarro read: "In February, 2002, our Auxiliary Captain Daniel
Sayers of the 20 Pct. NYPD had a heart attack while on duty.
He is now doing well. He is back on duty and just help in
recruiting 30 new Auxiliary Officers for his Unit. This man
has put over thirty (30) years of service into this Unit. He
is also "Founder" of "Dans Cougars" (a sports group dedicated to
keeping kids in sports and out of courts. He has over 1,000
children in his programs in the inner city.
We would like to give our Captain a special award."

20th Pct. in Manhattan was an uplifing event for all who attended,
including Auxiliary Sergeant Mike Pizarro. Not only is Captain
Sayers an excellent CO, but he is also a good friend. I am
glad to know him. I thank you."
The award
read: "In Recognition of
Outstanding Contributions to the Cause of Reserve Law Enforcement
and for Over Thirty Years of Dedicated Commitment in Service to the
New York City Police Department, 20th Precinct Auxiliary Police
Unit, to the Citizens of New York in the Founding of Youth Programs,
and to Country, the National Reserve Law officers Association does
here by present this Award to Auxiliary Captain Daniel
Sayers."
