September 11,
2001, was a horrifying scene that was witnessed on
TV by millions; and we were warned that something like that
could happen in America. From 1983, until his death in 1995,
NRLO's past Director of Training Chief Patrick
Dalager (Mission, Texas) warned that such events
could happen. He has written articles on terrorism which have
unfortunately proven to be very prophetic. These articles will
be reprinted on this site at a later date. Please check back.
The photograph at right is of Chief of Police Patrick D. Dalager
speaking at a 1990 gathering of a Training and Information
Convention called for by NRLO/TRLOA Director Leon Schumacher.
The conference was co-hosted by the Fort Worth Police

Chief Dalager presented a
paper entitled "The Ultimate
Volunteer" to the 1984, Training and Education
Conference which was called for by NRLO Director
Leon Schumacher,*
and sponsored by RLOAA. In that presentation,
Chief Dalager gave the name of "Ultimate Volunteers"
to this country's 400,000+ Reserve Law Enforcement
Officers. At the close of the Conference Chief Dalager said:
"I think it is important that we sell ourselves. For those
of you that have been in the Reserve Program for a long time, and
feel as strongly as I do about the Reserve Program, I think it is
important that we sell the concept of the "Ultimate Volunteer." Many
Reserve Officers are Firefighters; many of them hold very
substantial positions. They range in everything from farm
workers all the way up to millionaires and bank presidents. I
think it's imperative that we play on this. We have some of
the most dedicated people in the world in our organization. In
my opinion, it's a waste not to take advantage of it. It truly
is. So, we want you to go back pumped up, knowing that you're
part of the finest group of volunteers in this nation; and that's
the way we want you to present yourself when you go back.
Because you are. Nobody is more of an "Ultimate Volunteer" than you are. God bless you."

Besides being Director of
Training for NRLO and TRLOA, Chief
Patrick Dalager was also the "Director of Training" for the LRGV Regional Police
Training Center and Academy in San Benito in south
Texas. While addressing the conference, Chief Dalager
noted about the training received by his Officers: "We are very tough when selecting our Reserve
Officers. We are tough on selection; we are tough on the
training of our Reserves; and we are tough on the

Former Executive Director of
TCLEOSE (Texas Commission
on Law Enforcement Officer Standards and Education) pictured left
was also a main speaker for most NRLO/TRLOA conferences. Toler
often stated at meetings and conferences: "I
don't like to see any laws on the books that make a distinction
between Reserves and Regulars." He stated during
one conference, "Reserves and Regulars
should have the same training and the same qualifying. They
need the same training and must meet the same standards, so why not
give the same rewards? A lot of Reserves have gone into Law
Enforcement full time. I know of many Chiefs who started their
careers as Reserves." Executive Director
Toler was and is a great friend of Reserves, and he
realizes their importance in Texas Law Enforcement.

Hours in Texas "Minimum Training

information conference which was to be co-hosted by the Fort Worth
Police Reserve. The meeting was to discuss the new increase in
Basic Hours in "Minimum Training
Standards" and changes in Licensing for Texas
Reserves and Regulars. Director Toler and Chief Dalager gave
presentations to the convention goers dealing with changes in
Licensing and policies for Texas Reserves and Regulars. Chief Dalager
stressed, "Many Reserve Units have more strict standards
than Regular Officers." He said, "That's a
fact. I can show you Department after Department where this is
