You may have seen us,
..... You may have seen us, but didn't know who we were; or you may
have noticed that the Hastings Police Department has two different
uniforms.
The
Hastings Police Department has two different entities working within
it. The dark colored uniformed Officers are Hastings'
fulltime, licensed Police Officers. The second are dressed in
light blue uniforms and are the Hastings Volunteer Police
Reserve Organization.

Who we
are and what we do: "Reserve/Auxiliary Law Enforcement Units
are made up of persons who are interested in the welfare of the
People and in the protection of property in their comuunity.
There are over 400,000+ "ULTIMATE VOLUNTEERS" in the United States."

We are citizens of Hastings
and the surrounding area who volunteer their time to assist the
Hastings Police Department in the performance of Law Enforcement
duties. We range in age from the early 20's to retirement
age. We all have a number of interests, but we feel
that volunteering for the community is a necessary
activity.
Our
Organization: We are directed by Hastings Police Chief Mike McMenomy.
The Organization meets once a month for a meeting and for
training. We are governed by By-Laws, and Roberts Rule of
Order presides at the meetings.
Training: The
Hastings Police Reserve Organization will train personnel in-house,
or outside resources will be hired to provide the best possible
training available.
Typical

Security at
Hastings High School sporting events and at other large school
events.

Traffic Control
during disasters.

Patrol
of the parks.

Security for
large City of Hastings events.

Support Patrols.

Assist the fulltime
Officers with the performance of their
duties.
Commitment: The Hastings Police Reserve By-Laws require that each
member volunteer 10 hours of time riding with Officers or other like
duty. The Hastings Police Reserve Organization provides the
security at the Hastings River Town Days events, and at other events
throughout the year. Firearms training/shooting is held one
afternoon per month (weather permitting).
Qualifications: You must be a Minnesota resident, be at least 21 years
of age, in good health, and be able to pass a Criminal
Background Check.

Ceremony Held for Hastings Police Volunteers February 14, 2010
The Hastings Police Department
Volunteer Awards Ceremony was a great success. NRLO was proud
to present the awards for these outstanding volunteers. Mayor
Paul Hicks made the presentations with Liason Sergeant Craig
Puch officiating. Chief of Police Mike McMenomy was present to
congratulate the Reserves.
 The Hastings Police Department
Volunteer Unit was recognized with NRLO's "2009
Reserve Unit Excellence Award." In 2009,
the Unit volunteered a combined total of 4,553
hours to the Department and to the community of
Hastings, Minnesota. See additional photos below:

Puch and Reserve Sergeant Clarence Chapman, NRLO Awards were
presented to the following:
Certificates of
Appreciation: Reserve Sergeant Clarence
Chapman (also received a 10-Year Outstanding Service Award),
Reserve Sergeant Andrew Pollard, Reserve Sergeant John
Gunter, Reserve Officers Barry Morgan (also received a
10-Year Outstanding Service Award), Pat Stockman, Dawn West,
Chris Baker, richard Close, Chris Stone, Jeff Stricker, Rob
Klippen, Chris Raway, Joey Trautman, Daniel Owl, James Grotjohn,
and Linda Kostroski.
Outstanding Support Commendation:
Nominated by Sergeant Michael Munson, Reserve
Sergeant Clarence Chapman and Reserve Officer Daniel Owl were
presented with NRLO's "2009 Outstanding Support
Commendation" for quick thinking and actions taken
during an Officer-involved shooting incident of December 2,
2009. Sergeant Munson said of
Sergeant Chapman and of Officer Owl:
Reserve
Sergeant Clarence Chapman: "I want to
recognize Reserve Sergeant Clarence Chapman for his role in the
Officer-involved shooting incident of December 2, 2009.
While working security and monitoring the radio at City Hall
that evening, Sergeant Chapman heard the first Officer-involved
shooting at Hwy. 61 and 12th Street. Upon hearing
that the Officers were chasing the suspect's vehicle throughout
the city, he quickly realized that the suspect was heading his
way. As the chase ended at the intersection of Hwy. 61 and
4th Street (right in front of City Hall) where the second
Officer-involved shooting occurred, Sergeant Chapman realized
what he needed to do to assist the Officers at this scene.
Thinking about the safety of the Officers at the crime scene, he
ran down to the intersection of Hwy. 61 and 3rd Street and began
directing traffic away from the scene. His quick thinking
and action clearly contributed to the final outcome of "no
Officers or citizens being injured during a dangerous
situation."
Reserve
Officer Daniel Owl: "I want to recognize
Reserve Officer Daniel Owl for his role in the Officer-involved
shooting incident of December 2, 2009. When the first
Officer-involved shooting occurred at Hwy. 61 and 12th street,
he and I were parked at Hwy. 61 and 10th Street ready to deploy
stop sticks. As I got out of my squad and retrieved the
top sticks from the trunk, Daniel stayed calm and remained in
the squad making my job easier. We then went to the
intersection of Hwy. 55 and Pine Street where I actually
deployed my stop sticks on the suspect's vehicle. Daniel
again stayed calm and remained in the squad. As the chase
ended at the iintersection of Hwy. 61 and 4th street and upon
our arrival, Daniel quickly realized what he needed to do to
assist Officers at this scene. Thinking about the safety
of the Officers on the crime scene, he ran over to the
intersection of Hwy. 61 and 5th Street and began directing
traffic away from the crime scene. Daniel's quick thinking
and quick action clearly contributed to the final outcome of no
Officers or citizens being injuring during a dangerous
situation."
