About Sheriff Richard Barta and the Shawnee
County Community
Sheriff Richard Barta
began his second career in Law Enforcement in 2000, when he became
Sheriff of Shawnee County, Kansas. Sheriff Barta was
previously with the Kansas Highway Patrol. The Shawnee County
Sheriff's Office has over 150 full-time employees, covers over 552
square miles of cities, townships, and unincorporated areas with a
population of over 172,000 residents.
The Reserve program
dates back to the 1960's; and in March of 1972, the first Reserve
Class graduated following 12 weeks of training with 22 Officers
having received 60 hours of training.

Barta initiated new standards; and in March, 2001, the first Reserve
class to be Certified by the Kansas Law Enforcement Training
Center graduated with well over 140 hours of
training.

The Reserve Unit
Program
and Training

The Shawnee
County Sheriff's Office received accreditation from the "Commission on Accreditation of Law Enforcement
Agencies" (CALEA); and the Reserve Unit Program
follows the same qualifications, testing, and in-service training
that is required of full-time employees. The physical agility
test, initial interview, background check, polygraph, and
psychological examination mirror the application process of the
full-time applicants to the Agency. In January, 2009, the
Reserve Unit became the Reserve Unit under the "Agency Operations
Division."
Upon completion of the "Field
Training Program," Reserve Officers patrol solo and are exected to
perform the same duties as a full-time Deputy. The Agency
attempts to avoid assigning injury accidents and other serious
incidents that have potential extended court time involved.
During the initial training, Officers are not certified in SFST
(Standardized Field Sobriety Test) and DUI processing; however,
several Officers have attended training, are certified, and have
made DUI arrests. Officers are expected to work 16 hours on
Patrol and to attend one meeting monthly.
Reserve Deputies, upon being
commissioned, are provided uniforms and equipment by the
Agency. Equipment includes: uniforms, equipment belt and
holders, Glock 22, expandable baton, pepper spray, Taser, boots,
riot helmet, and personal protetive mask. The Reserve Unit is
under the leadership of Captain Michael Kolbek,
Operations.

Patrol Units and
Equipment
The three, active Reserve Patrol Units and one
extra Unit are maintained by the Agency. Vehicles are
purchased with funds from Reserve contracts with area developments
and other security work. The Agency provides radios and
support fuel, oil, and tires. Funds from the Agency provided a
used KHP unit to the support of Reserve efforts and provide a
total of four patrol units.
Units are equipped with rear seat cages, computers,
Eyewitness DVDs and Golden Eagle II radar in addition to the Agency
radios and emergency equipment. The Reserve Unit is under the
"Operation Division," and the cars are identical to the take-home
cars of the Patrol Unit except for the front license tage indicating
"Patrol" in place of the Patrol Unit tag indicating the Officer's
radio number.

Applications
The Reserve Unit of the Shawnee
County Sheriff's Office is taking applications for men and women
interested in becoming a Reserve Sheriff Officer. This is an
opportunity to be of service to your community and become a member
of a professional law enforcement agency dedicated to protecting the
lives and property of the citizens of Shawnee County. The
Shawnee County Sheriff's Office Reserve Unit assists by working in
various areas of the Sheriff's Office. The Reserve Unit is
