MUNCIE, INDIANA, is located
about 40 miles northeast of Indianapolis. Delaware County is
about 397 square miles with a population of 118,796 (2000
census). The County Seat is Muncie [(population 67,000 (2000
census)]. Other City Police Departments with Reserve Units in
Delaware County are Albany, Daleville, Eaton, Gaston,
Selma, and Yorktown.
Delaware County (Muncie) is
also the location of Ball State University with a student population
of about 18,000 and a Police force with Reserves. There is
also Ball Memorial Hospital (Cardinal Health Systems) with a Police
force.
There are approximately 855
miles of roads including highways, county roads, and subdivision
roads. The highways are Interstate 69, US 35, IN Highways 03,
28, 32, 67, 167, and 332. For the purpose of Law Enforcement,
the County is divided into four Districts. As each District
is almost one-fourth, Muncie is the "fifth" or Center, as
the OIC calls it.
Delaware County Police
Reserves
The Delaware County Sheriff's Department
utilizes a Reserve Officer force of 47 Officers. These
Officers possess the same Police powers as regular Merit Deputies;
however, they volunteer their time and energies in helping make
their community a safe place.
The Justice
Center
The Delaware
County Justice Center was built as a result of a federal lawsuit
filed many years ago by inmates at the Jail. To partially
comply, the County bought a trucking depot that was for sale and
converted it into a bigger, more modern, temporary Jail.
The old Jail was torn down, and after several years and diligent
work by former Sheriff Steve Aul, the new Justice Center was
built. The Justice Center houses the Sheriff's Department, Jail, and
Court System.

Youth Opportunity Center (YOC) - This complex, just outside the main part of Muncie,
was the brainchild of Judge Steven Caldemeyer, a Juvenile Judge for
many years. It contains cottages for children that become
embroiled in the court system, Juvenile Courts, sex abuse
"Police," Child Protection Officers, and the Juvenile Jail. It
is said to be the model "Child Detention" facility in the
U.S.
