Besides being the President and Training Coordinator for Classen-Buck Seminars, Inc., Donny Harland is the Chief-Public Safety Campus Security of the Texas State Technical College Police Department Waco, Texas.   As a Police Officer, he bagan his career over 20 years ago as a Reserve Officer.  Budgets in many departments for training Reserve Officers was always a problem; and quality, Continued Education training was hard to come by.  He believes that Reserve Officers play a very important role in Law Enforcement and appreciates the many hours and sacrifices Reserve Officers donate to our country.

The New York State Association of Auxiliary Police

The NYSAAP represents members of Auxiliary, Special and Reserve Departments in New York State.
The primary purpose and objective of the Association is to promote and improve the benefits of its members, promote the understanding and cooperation between members of the Association and the professional Law Enforcement agencies with whom they interact, and promote the value of Volunteer Law Enforcement programs to the communities they serve.

The NYSAAP sets a standard to allow Auxiliary Units to be organized in municipalities, many of which may not have such organizations as of yet, and assist in legislation that may need to be set or amended.  The NYSAAP helps Departments share ideas for Recruitment & Training on an AOL Group.  President Glenn Kearney said, "This is the best place to get info on what's happening.  The State is very big, so we don't get to meet as often as we would like.  So the AOL group has become the virtual meeting room.  We also keep members informed of any bills in Albany that may have an impact on them."

I invented a device called Trooper Trap to prevent Patrol Unit theft from happening again.  I noticed a prisoner transport topic talked about on your nrlo.net pages and thought other Officers might like to know about this patent pending device.

Briefly stated, Trooper Trap is designed to assist in simple and standard Officer safety tactics.  When a subject is arrested, the Officer handcuffs and searches the prisoner.  Then the prisoner is placed in the Patrol Unit with or without a cage, and a switch is turned on "arming" Trooper Trap.  The Officer can talk to another subject or search a vehicle without constantly monitoring the prisoner.  If a prisoner attempts to escape, the seatbelt must be removed, and an external alarm will sound to alert the Officer that the prisoner had unfastened the seatbelt.  The Officer can then return to the Patrol Unit and re-secure the prisoner.
