Chief Dalager is sorely missed by U.S. Law Enforcement 

 

 

1995:  Chief of Police of Mission, Texas; NRLO Director of Training, TRLOA Director of Training.

Prior to being Chief in Mission, Pat Dalager was Chief of Police in San Benito Police Department and at the same time served as "Risk Managerment Director" to the city of San Benito.  Chief Dalger insituted one of the most comprehensive and successful "Crime Prevention and Drug Resistance and Education" Programs (involving 19 Schools) in Texas.  The programs resulted in a reduced residential and business burglary and property related crime by 37% during the first six (6) months of the program through combining "Crime and Drug Prevention Education" with intense enforcement and arrests, Crime Zone Patrolling, Task force operations, overt and covert surveilance and innovative "Personnel and Resources Management Techniques."

As the Risk Management Director for San Benito, Chief Dalager was responsible for the reduction of liability exposure for the city through Safety Education and Training, City facilities inspections and Hazard Idenfification, Investigation of all work-related accidents, Implementation andCompliance with the Hazard Communication Act, Fleet Safety, Municipal Industrial Hygiene and the Administration and Monitoring of Claims involving "Workers Compensation."

Chief Patrick Dalager at the same time (and since 1985) served as "Regional Law Enforcement Coordinator and Director" of the Lower Rio Grande Valley Development Council Regional Police Training Center and Academy, San Benito, Texas, (since 1985) where he provided Basic Intermediate, Advanced and Advanced Specialized Law Enforcement Training for 33 State, County, and City Law Enforcement Agencies.

During 1987, the Regional Center conducted 77 courses and seminars for 1,700 Law Enforcement Officers.  The LRGVDC Basic Certification Training Program (11 Weeks) was rated one out of eighty-four (84) State Licensed Porgrams in Texas.  Dalager was the only Police Chief in Texas who also served as the Director of a Regional Law Enforcement Training Center.

PRIOR PROFESSIONAL EXPERIENCE:

Chief of Police, City of Los Fresnos.

Chief Law Enforcement and Security Training Division, Texas Engineering Extension Service, Texas; A & M University.

He developed and conducted Basic, Intermediate, Advanced, and Advanced Specialized Programs for over 6,000 Law Enforcement and Security professionals from Texas, and from 22 other States, 7 Federal Agencies, and 18 Foreign governments during this three (3) year period.

Chief of Police, Pharr, Department of Public Safety.

U.S. Army Military Police and Strategic Intelligence Officer;
U.S. Army Active duty, October 1961, through June, 1980.  Served as a Provost Marshal and Chief of Security for three (3) Military Installations and served as a Military Unit Commander for five (5) Law Enforcement, Security and Infantry Units; within the U.S., Korea, Vietnam and Israel.  Last Military assignment was Chief of Security for the Military Phase of the "Israeli/Egyptian Peace Treaty,"  Tel-Aviv, Israel from May, 1979, through May, 1980.  Dalager received 33 Combat and Meritorious Medals and Awards.  Private to Lt. Colonel; Retired July 1, 1980.

EDUCATION:

Undergraduate Education in Criminal Justice through LSU University of Maryland; University of Louisville, Pan American University and Texas A&M University.  In addition, Advance Certification in Police Administration from LSU and Advanced Certification in Crime Prevention Management through the University of Louisville, Kentucky.

Attended sixty (60) Law Enforcement, Risk Management, Security and Military Schools and Courses encompassing over 7,000 hours of Intermediate, Advanced, and Advanced Specialized Instruction (Reprinted April, 1995, Edition of "OFFICER").  Currently holds eleven (11) State and Federal Law Enforcement and Security Certifications and Licenses.

BACKGROUND

Reared and Educated in Harlingen, Texas (1953 - 1961).  Enlisted and Commissioned Officer, 49th Armored Division, Texas Army National Guard; Police Officer, Harlingen, San Benito, Edinburg, and Mission Police Departments.

Chief Dalager is survived by wife Darolene Joan Reed Dalager; son Patrick Neal Dalager; daughter: Jerlyn Joan Dalager Green; daughter Judy-Lin Dalager Higgins; daughter Colleen Frances Dalager Kumpe.  Mrs. Dalager tells NRLO that since the time of Chief Dalager's death, she has received five (5) great grandchildren (two boys and three girls - one of the little girls died at birth).
